SUNY in-state tuition?

One of the things that drew me to SUNY College of Optometry was that after the first year, you pay in-state tuition. I've been doing some research about what one needs to do to become a NY resident and it seems that barring some obvious mistake (such as my parents claiming me on their taxes), people have little trouble being accepted. For those of you that have gone through it, is this true? Is it really just NY driver's license, voter registration, and rent and utilities for 12 months? But my main question has to do with the fourth year: do you need to keep some sort of residency in NY to ensure in-state tuition? What if most of your externships are out of state? Thanks!
 
You can do an externship out of state during your fourth year. Its no problem with the tuition.
