One of my supplemental questions asks if there was any "life circumstances that have impacted your academic performance in such a way that your record may not adequately reflect your potential for success in the program". My freshman year I received a C in a class that isn't even a pre-req and two B's for other classes. I know that isn't awful but it resulted in a 3.4 for the semester which was my lowest of every semester. My mom was very sick at the time and I really struggled with that because it was my first semester awat from home and I was too far to go and see her, causing me a lot of anxiety. Is that even worth mentioning? I just don't know how little or how much detail they want or if this is only for extreme situations. Thanks!

I don't think it will hurt. if its obvious there is a grade trend and a life circumstance shows a dip I think they will take it into consideration and become aware that it may be a topic during a potential interview (not that they will get very personal) but they may ask how you learned to handle the stress.

I would mention that in 1 paragraph. Like you said, it is not awful at all, but it will not hurt to explain that your lowest GPA was effected by your life circumstances.
