well if you give a person an incentive to do something then that's what he's going to do. if you spend a lot of time and money doing something, would you rather throw away the results or just go ahead and publish it, fudging the facts a little so that you look successful? when it's difficult to become known and when there's so much competition for grants, i can see why people would choose to fudge the facts.
