the only way you can really moonlight as a surgical resident is during your "research years" if you choose to do research (which is often for 1 or 2 years, AFTER years 2 or 3 of residency).
during my research, yes, i was moonlighting.
most of my co-residents did as well.
during the clinical years of residency, its not feasable (and wouldn't even be possible).
