What's the best way to go about changing jobs in the same company at another facility? If one is new to the job, is it kosher to apply to another position?

See if the company has rules on internal transfer. Some say you can’t transfer to another facility within the same organization for a certain period of time.

Just ask, there are a lot of variables involved. If you have the needed skills for the job you are switching to, and it's upward, then you would likely be considered. If it is just a lateral switch (ie switching to a different hospital in the system because of co-worker problems), then probably not.
But I have to ask, why are you changing jobs so much? This is like the 3rd or 4th job in the past year?
