In a scenario where I don't get into a program I am debating between starting a non-cat intern year and studying for CBSE vs working and spending extra time to get the highest CBSE score I could get. What would be more beneficial? I worry about not having the time or ability to study for the CBSE during non-cat year adequately.

Depends how bad your cbse is. If you only need to improve a few points then it's reasonable to study while doing the preliminary year simultaneously. If you need serious improvement (10-20 points) I'd recommend a GPR or private practice to study hard for the CBSE. If you need even 30 point improvement you might even want to work part time until you get a competitive score, and then work full time or even join an open gpr or preliminary year position then.

I'd argue cbse is the most important factor in the application, unless you have a deep network (or nepotism advantage, or are a minority.)
