Alright, so I have been studying reproduction and development for two days where I feel I have a pretty good understanding; however, TBR proves me wrong yet again.

How can one determine the answer the Question 2 from the passage? Nothing in this passage eludes to anything referencing the arresting phase of the secondary oocyte before fertilization. Are we essentially just supposed to understand this? I'm afraid there will be questions like this on the MCAT.
 
Yes, you'll want to memorize this. From birth until puberty, the eggs are arrested in prophase I of meiosis. I don't have that book and can't see what the question is, but I'm guessing this is what it has to do with. Only a single secondary oocyte is chosen each cycle of menstruation, the rest remain arrested.

The question asks: "before fertilization the secondary oocyte is arrested in meiosis II at ___" where the answer is metaphase. The passage had no information about this arrest, only that primary oocytes are arrested in prophase I.

I suppose this makes sense because anaphase causes the cell to begin cytokinesis and we do not want this splitting without fertilization.
