[This question concerns a pendulum]

The table below shows the positions of the bob for five consecutive flashes of the strobe light

This is the incomplete form of the question, because all I want to know is how to identify the angle.

I know the zero angle position. My question is: the +9 angle, is that measured to the right of zero? or to the left of zero? and how do you decide that?

Normally, positive angles are counter-clockwise, in that case positive would be to the right.

TBR directions of the flashes in the explanation of this question are opposite of those stated in the table..... annoying

What does the question ask in the end? It seems to me that it doesn't matter which way theta is as long as you consistently keep theta at the same starting point. If it is a pendulum I would assume this:

Positive is usually to the right but it doesn't matter since they state the +/- convention they are using in the question just go with that.
