Why does it say blood volume is constant? Isn't there a net loss of fluid as blood traverses the capillaries?
 
By net loss, they mean loss due to hemorrhage or the like. Otherwise, blood volume is constant in the body.
This question is regarding Poiseuille's equation (A1V1 = A2V2 = constant).
