Yes K is constant. It doesn't necessarily have to have a number. The concept behind this equation is conservation of energy. It denotes the pressure, the potential energy and kinetic energy associated with the movement of fluid. Just like how a pendulum switches values between potential and kinetic energy, same goes for the flow of fluid in different scenarios.
