Technical Difficulties with PS

Upon copying and pasting the PS from OpenOffice (sort of like MS Word) into AACOMAS, it says we are above the character limit (even though the character count from OpenOffice says we are well below, including spaces). Also, when we hit "save" in AACOMAS, it changes quotation marks to this: ".
What's that all about?
