Technical Standards Certification?

So I was reviewing requirments from the schools and saw that TUCOM requires a Technical Standards Certification. I looked on their website to figure it out b/ I'm not finding anything. Does anyone know what this is?

they arent...KCUMB also requires you to sign a technical certification crap...as part of their secondary
