Technical writing, according to the catalog says: "A process-oriented introduction to writing, especially for science, pre-engineering and business students. Focuses on understanding the writing situation and provides students the opportunity to practice writing in response to professional, science and technical situations."

Sounds good for med school but I have to take the upper level of this anyway (and you can take the upper level by using comp1 as the prereq). ATM all of them are waitlisted, so I'm wondering how hard I should try to get into one of these or just stick with Comp 1 instead and worry about TECH 2700 next semester? Am I hurting myself career wise or application wise by not taking two technical writing classes instead of just one?

Not taking a year of technical writing won't hurt you. If the upper level technical writing class doesn't require the lower level course then it's likely going to teach you the basics all over again.
