Why would they even consider not making this permanent? In the gov's own words:

Just received an email from my employer that Medicare still allows the regular office code + 95 modifier but commercial payers are using new codes (98000-98007 and 99417) for audio-video telemed.
Have any of you been using these? Any clue how they reimburse compared to regular office codes?

I’ve started using the 980- codes, they have the exact same RVU value as the corresponding 9921- office codes. I mainly use 98006 which is 1.92 RVU, just like 99214.

It looks like it's tied to the timeline of the CR so it must be budget related? I would guess that CMS could make it permanent
