Texas residency with >3 attempts

Hi, just curious if anyone knows of anyone that was able to secure a residency / fellowship spot in Texas with 3 fails at a single level? Thanks

you can do a residency in Texas but won't be able to get a full license unless you held a training license before 2005 or hold a license elsewhere for 5 years.

Thanks for your reply. Fm, or psych. Want to move to TX for family and personal reasons
I would imagine psych is a no go just based on being competitive....some states don’t do licenses with 3 failures so it would be hard

Can you please give me your source for this part? I have checked the tmb site which mentioned that PIT and full license have same requirements.
