is it concludable to say, with a degree of medical certainty, that the basal artery occlusion is a terminal diagnosis, when patient is not considered a candidate for treatment?
 
It is verily concludable, sir with the UPMOST degree of medical certainty, that when an occlusion in the basalis inferioris centralis arteriosus indeed occurs, no intervention can reasonably be performed until the balance of the humors is corrected. Verily, one would not even DREAM of performing such unproven procedures unless one has THE best barber training available! The mere suggestion that such questions are being asked is confirmation of your lack of training in these most prestidigitatious neurologic arts.
