The "new" 2 tiered match?

I heard some time ago that NRMP was going to go to a 2 tier match process? Something like, it takes the unmatched applicants and unfilled programs and rematches them. I don’t know much more about it but this isn’t in effect for this cycle is it?

It was discussed and surveyed and found to be undesired by programs and applicants.... probably because if they did it it would be April before anyone got match results.
 
I also heard that match results wouldn't be posted until April for everyone if they went to a two phase system. It puts a lot of pressure on Hospitals because per a PD I spoke with, it typically takes three months for the paperwork for new residents to be processed by the State. However there is no reason they couldn't move both matches up. It shouldn't take a month from when we submit for the cpu to find us a match.
