The NEW NBDE for PostGraduated program

Good day ,
I've some questions about the new format of NBDE ....
All i want is to get a certificate or MSc in Orthodontics from USA and go back to my country , currently i'm studyin Dental Decks for part 1 and thinking to take it in june/July.
I don't think that passing the NBDE part 1 with 90+ score give me a good chance to get accepted so surely i'll take the NBDE Part 2 , but , i may take it in 2010 ,,,,
The new format is a combined of both of them in 1 exam. and i can't apply to it without get accepted in a program first ??
So , anyone can help me out with that ?
how to solve this issue . i mean it's really frustrating to me 🙁 .
