Thermo vs. Kinetic. What exact/approximate temperature determines the 2?

Hi everyone! I understand that hot is thermodynamic control and cold uses kinetic, but is there a set temperature that indicates thermodynamic/kinetic? -40 degrees celsius would certainly be kinetic, but what about 0 degrees celsius or 10 degrees etc?
