I remember learning specifically that the resistance of arterioles was highest....
am i not right?

Disregard the question. There are so many things wrong from the answer choices to the explanations.

Resistance is inversely proportional to radius^4. That's all you need to know. Resistance to flow in the capillary bed is therefore the greatest.

Pressure drop from arteries to arterioles is the greatest, not resistance.
 
there are a lot of capillaries though so it adds up in terms of Cross Sectional Area and that actually makes them less resistant from what I read. The arterioles have highest resistance, delta P = CO * Resistance and basically the resistance is what lowers it in the arterioles so the pressure is nice and low for the caps.
