Has anyone heard of this doctor? He did some of the first government-funded research on psychedelics since the 1960's. He wrote a book, DMT--The Spirit Molecule, about his research.

I think his research is interesting, but the philosophical implications that he draws are purely subjective. I cannot vouch for what he is thought of in the academic community. However, he does publish in a lot of scientific journals which lends to his credibility:

His book doesnt lead to any real groundbreaking scientific conclusions, but his ideas are thought provoking and the book (and his experiments) are well put together.
