Is it time to give up on hearing back from programs?
 
If you're not on a waitlist, I think so.
 
Overall I think it is pretty close. I did get a random interview invite on Dec 26th my application year to a top program but I don't think I got anything else after late November.

Advice - if there's a program you have not yet heard back from, and really want to, then email them and mention how interested you are, and why, and see if they have any spots available to interview. I netted a few interviews this way. Think about it - you have exactly nothing to loose. What's the worst case scenario? They say no? You didn't have one to start with, so what's the harm in emailing? Give it a shot!
