So I finished my application with everything, the only thing missing is the DAT score.

I am scheduled to take the DAT on 7/19, and it will be my first time taking it.

I want to submit, but I'm also worried that if I don't do so well on the DAT, my application fee would just go to waste.

If I waited until 7/19 to submit, would it be too late?

Can I send all of my transcripts and letters of evaluation right now without submitting so I can save time for when I do submit in the future?

What would be the best option here???

You can submit NOW (the earlier, the better) to only one and then add more schools later depending on your DAT scores.
 
I would submit now.
I think you'd have plenty of time to study up in a month's time. There are also a lot of good DAT study materials for DAT and specific sections out there (also listed on SDN) to do awesome on your first time taking the exam :)
