TOEFL Requirement?

So I was almost ready to submit to UAB and Louisville when I noticed that they want the TOEFL because I am not a native English speaker. Seriously? If I graduate from a US institution why would they require that? Is that for International students who apply to those schools or also for students who live/study here and English is simply not their first language. Thanks!

I have the same problem, I contacted GRU and they said I don't need it as long as I communicate well in an interview. As for Louisville here is the Office of Admission's answer:

"You will be excused from the TOEFL if you have completed 90 credit hours from a US university or hold a degree from a US university."

I applied to stony brook.and.they told me to take it.
I lived in the states for 8 years....
