Here, I have a screenshot of the question, necessary info from the passage, and answer explanation.

The question itself was intuitively simple, but I do not know how to set up the calculation involved. Any takers?

V = sqrt(2gh)

V1/sqrt(H1) = sqrt(2g) = V2/sqrt(H2)

V1/sqrt(H1) = V2/sqrt(H2) ....where heights are from the surface, not the base.

V1/sqrt(1/4) = V2/sqrt(3/4)

2.V1 = 2.V2/sqrt(3)

V1 = V2/sqrt(3)
