This question is not making sense to me...I think I am having trouble understanding the overall setup that is described in the passage. Can anyone please help? Thanks!

They want the light to be reflected directly up the fiber after hitting the fiber piece that's cut at an angle. The incoming angle should be 0 so that the reflection off the 45 degree cut results in reflection up the fiber.

It's a poorly worded question / setup in my opinion. Just make sure you know reflection / refraction / snell's law and don't worry about it 🙂
