What is the remedy to the problem of a school saying that they sent a transcript, and an admissions office saying it hasn't been received after multiple attempts? Admissions office rarely, if ever, answers phone. Should I try to get the school to fax it to admissions? Should I walk an unofficial transcript in? Should I upload an unofficial transcript? What else can be done?

So are you sending a grade update? If the school would accept an unofficial transcript, giving them that is your solution. If this is your final transcript before matriculation to this school, all you can do is send it again.
