"Transcripts may be sent by the registrar's office or with the secondary application only if they are in sealed envelopes."

does this mean that we can send the transcript ourselves? which one is better send it directly from school or with the application

Well, if you make sure you can get them sealed then sending everything they want in one envelope would really be simpler. Less chances anything will get lost.
