Transfer from ACICS college?

This may be a very stupid question, but I've seen so much conflicting information about this topic that I was hoping someone here might know. I'm actually asking for a friend that I feel might be getting bad information from the school in question.

Just for some background: there are several accrediting bodies for undergrad colleges/universities. Regional accreditation is what we're most familiar with (local state schools, NCAA schools, etc.) Another accreditation, according to the Dept of Education website, is the "Accrediting Council for Independent Colleges and Schools (ACICS)." These schools tend to be for-profit and expensive, such as ITT Tech, Charter college, etc.

1. Does anyone know if it is possible to transfer credits from a ACICS college to a regionally accredited school?

2. If you get a degree (AA or BS) from one of these ACICS schools, can you go on to get a B.S. or M.A./M.S. etc. from a regionally accredited school?

The most important part:
Accepting credits earned at another institution is the prerogative of the receiving institution. No college, school or accrediting agency can require another institution to accept in transfer credit earned somewhere else. Even when the sending institution is accredited by the same agency as the receiving school, there is no guarantee credits will transfer.

As a n=1 example, my undergrad won't accept coursework from a technical or vocational school. A student would have to apply as a new student if technical or vocational credits were his or her only post-high school coursework

Much appreciated. Have you (or anyone else out there) heard of it happening?
