Transfer vs. Out-Of-State

a transfer student is someone who was accepted into a school of pharmacy and went there for some period of time and then decided to go to another school of pharmacy somewhere else. So they were already in a pharmacy program somewhere else and transfered into another pharmacy program at another school, instead of starting with the freshman class.
And an out-of-state is just a person who isn't a resident of the state.
