Anyone have any experience in this? My old manager once tried to apply to another district, but super found out about it, supposedly felt offended. Is it customary to ask current supervisor for transfer before applying?
 
It is considered general professional courtesy to let your supervisor know you're interested in another position.
 
I have done it few times now. Yes, your current boss is the one you should reach out to first. Tell them why you are looking to transfer and ask them if they can help you out. Most of them won’t mind if they have a positive impression of you.

That was dumb of your old manager. The new supervisor will ask for the old supervisor's blessing anyway so there's no reason to be secretive about it.
