The state doesnt fix tuition persay, the regents of the university system do that. Some states keep tuition even lower by subsidizing the school for educating students in state.

It depends on a lot of factors including the cost of operating the university, the location, etc. It really has little to do with the state govt persay (except for the subsidies) and moreto do with each school.
