Tuition of Texas's Medical School

I am doing a researh paper and I would like to know in specific detail (a site would be nice) on why the in state tuition of Texas's medical schools are very low as compared to in state tuitions in other med schools? I know the state gives money to the schools but doesn't other states do that as well? What differentiates Texas from the other states?

No, just provide me a source that's it. ;) I just want to write a research paper somehow proposing that Pennsylvania or other states could abopt what Texas is doing, so in order to know that, I need to learn more about how this works.

This book has all the most accurate data on tuition for each school including those in Texas.

this is the texas application site, it might have information about the laws.

I know that Texas heavily funds its medical schools which keeps costs low. I don't know details though. Good luck.
