It was welcome news in higher ed and medical circles when Xavier University in Louisiana announced last month that it planned to open a medical school. The announcement followed a similar statement by Morgan State University in Maryland, which announced last year that it would open a college of osteopathic medicine. By doing so, the two historically Black institutions will bring the total number of HBCU medical schools to six—still a tiny portion of the 170 medical schools in this country, the majority of them at predominantly white institutions.
Morgan State and Xavier, which are planning to open their medical schools in 2023 and 2025, respectively, would join Meharry; Howard University College of Medicine in Washington, D.C.; Morehouse School of Medicine in Atlanta; and the Charles R. Drew University of Medicine and Science in Los Angeles as historically Black medical colleges in the United States.

Charles R. Drew is not a medical school, but rather a program at UCLA.
It's kinda both. Charles Drew University of Medicine and Science is a standalone institution (that is an HBCU), and it also has a medical degree that is in collaboration with UCLA. I believe the medical degree is officially granted by UCLA, but the program is absolutely in conjunction with Charles Drew Univeristy of Medicine and Science.
 
Diplomas have both the CDU and UCLA seal. You get two white coats, two commencement ceremonies, two faculty and admin support systems, etc. But the degree is technically conferred by UCLA. However I did hear that CDU was trying to create their own autonomous MD program as well.

It appears under Candidate Status in LCME. I presume they will remain a UCLA subsidiary as they wait for possible approval as an independent school. Applicant & Candidate Programs - LCME

Right, they are an independent institution but do not have a standalone school of medicine. This is why they've been partnered with UCLA as the official degree-granting institution for medical degrees. But functionally, the experiences of students at Charles Drew are quite different than those of other students at UCLA.

I suspect that even if they are approved as an independent medical school, they will maintain very close ties to UCLA. The ~$28M they've received in recent donations should help them a lot with obtaining independence.
