U Penn application status?

So, I applied to Penn and I think my app was set "Complete" some time in mid- to late-July.

On September 8, I was changed to "Under Review".
It seems those who got interviews heard back while it was still "complete", so should I assume this is a "maybe" pile? Granted, two weeks of waiting isn't that much, but the silence by my remaining schools is killing me.

Would it be inappropriate to call and ask the significance of this?
Also, they send rejections by snail mail, correct?

Only time will tell. Definitely don't call to ask.

The point is that the correct order is "complete" then "under review". So don't worry! I think it's a good sign.
