I know for a fact that the UCSF program is aimed towards people with disadvantaged backgrounds or be from an underserved community as defined by AAMC, so you are correct that its more for URMs. Pretty much from their website.
Since UCSF does not have any facilities for undergrad classes, all the GPA enhancing classes are taken at Cal State SF. I find it hard to believe that doing well, and attending UCSF's post-bacc program pretty much gets you into the school. Otherwise everyone would be trying to go this route in order to get into what is essentially the best med school in CA.
I apparently qualify for the program, however decided to not go this route and just take classes through UC Extension despite the cost. I found the open campus program to be more flexible. Plus the other courses that post-bacc programs have you take such as study-skills, etc wasn't my cup of tea, since my low GPA was due to working not, study habits..haha. Whatever works best for the person though.

For those who enter into the UCSF postbac. Do students normally apply to medical school during the summer of entering into the postbac program or during the summer of completing the postbac program?
