UMN lesions and premotor vs motor cortex

They say UMN lesions can be found in certain locations including the precentral gyrus, internal capsule, brain stem, cord. They don't mention the the premotor cortex--why could this not have an UMN sign?

Motor planning occurs there, not an actual execution of the motor tasks.
