Understanding Rank Order Lists

I'm jumping the gun here but figured it would be good general knowledge.

So I know to only rank the programs that offer me an interview.

But let's say a program offers me the interview but I decline it, should I still bother ranking them?

If you don't go to the interview, they aren't going to rank you. Why would they? You already said you aren't interested...by not agreeing to the interview.
