If you would like some advice from someone who has lived in baltimore city for several years, here you go. If you haven't already, take a look in the City Paper (avail on most street corners, in the yellow box). This will give you a chance to find private landlords, who often times are much more reasonable than the types of buildings that you have mentioned. There are several nice neighborhoods just a couple of stops away from UMB both on the light rail and bus line if you would like to not morry about parking costs at school. I live in MT. Vernon and it takes me about 10 min. to get there on the the light rail. We have street parking, so we don't have to worry about parking in a garage either.Hope this helps with your worries.
