Obviously I am not familiar with Baltimore, but see if you can find a bike shop in town and check out what they have. That is where I would start. If Todd was in town I would ask him, since he knows more about bikes than I do, but alas - he is gone for a few days.
When you get a bike and look for a lock, get a u-lock instead of a chain.
