University of Michigan CoP app on hold?

Hello everyone, I received an email saying that my application was on hold. I am not sure if this is good or bad and I am also unsure if they sent out rejections in addition to hold emails. Does hold mean that they deemed me fit for an interview but don't have spots? Thank you!
