If the cost difference between the two is little to none, then I'd say go to Penn so you can stay closer to home. I know both schools are quite costly, what does the COL look like between Philly and Madison? Are you close enough to Philly that you would commute every day to campus to save money on housing? or would you move to Philly to stay close to campus? (You could also move to Delco or Bucks or Montco to save a little money on rent but you would have to commute). School wise- I applied to both and although I'm IS for Penn, I personally am not the biggest fan for reasons outside the curriculum. The curriculum is great, they have lots of opportunities for networking, gaining experience and do a great job at preparing you for your career. Majority of the doctors I have worked with are all Penn Vet grads, and I look up to them immensely.
I would say given the current uncertainty with loans and forgiveness, go wherever would be cheapest. Even if it's >10k, that 10k can be rent, downpayment for a larger invesment (house, car, etc).
