any one know of any american foreign trained MDs that were never able to get licensed in the states and now working as nurses or PAs or anything. My father is a physician trained in mexico and lots of his friends never obtained their licenses, and the hospital he now works at has a lot of guys who never passes the USMLE but are now RN s PA s etcjust curious if its only around NY

There have been foreign MD's that have completed a PA training program, and have gone on to become licensed/certified PA's. Then again, many PA's were members of other professions as well, before becoming PA's.

If I remember correctly (a rare event...), there was a push in FL to allow FMG's to become PA's without going through a PA program. I don't think this ever went through - hopefully someone can better address this. Most states require NCCPA certification in order to be licensed to practice as a PA, and one has to complete a PA program in order to be eligible to sit for the exam.
 
A FMG can only become a PA, if they go to PA school. There is no "challenging the boards", similarly, a US medical grad, can't become a PA either, (not they want to)they would have to go through a PA education also.

I have heard of a case where a physician who is an FMG, who was licensed to practice medicine in the US lost their license due to leaving the country, and instead of going through the hassle of US medical school, or residency, or whatever it takes to get relicensed, they option to just go to PA school, and work as a PA. If they get back into their previous specialty, and work with a physician they know, I would guess only surgery would be out of their scope of practice.

(the example in question is a 55 year old french urologist, who returned to france to care for an ailing father, and lost his license during his time away, he is currently a 1st year PA student at a program in Pennsylvania)
 
I went to PA school with two foreign medical grads.

One, a cardiologist from China and another, a gynecologist from Russia.

The cardiologist from China graduated first in our class.
The gynecologist from Russia failed gross anatomy and was dropped, but I think she reapplied and came back the following year.
