I am sending in an update letter with an accepted pub, contact info for my PI, and a little interest blurb.

Should I also mention my mid-author paper we just submitted? I know submitted papers by themselves aren’t meaningful, but I thought it could be a positive complement to my accepted paper?

Common wisdom is that submitted is meaningless because absolutely anyone could "submit" absolutely anything, so only accepted or published actually means anything.
 
that really is for update of just a submitted paper. On the other, if you are updating with an accepted paper and adding a recently submitted, then it makes sense to put both update

Should I report it as a hypothetical citation? ie. Author List. Manuscript Title. Journal Name. Submitted.
