No they dont treat them differently
I don't even know why they ask that question. I feel like it is just what ivy leagues do, a tradition of the past. But you will not get into vet (or are you pre dental??) just because your father went there.
maybe, if your stats matched exactly, the eLORs were the same, your PS and extra-curriculars are identical....and magically the interviews are comparable, then maybe, just mayyybe they would accept u over someone else because your dad is an alum. Maybe...

I don't know of any official policy but Penn is (as are most Ivies) generally very preferential to alumni familial connections in general, especially if those alumni are active donors. Not sure if one grad program's alumni are viewed as positively by another program.
The fact that they bother to ask on the supplemental certainly means they care to some degree. Having said that, if you are not competitive, it doesn't make a difference who you know, you won't get it.
Still, I certainly would say it couldn't hurt.

gre= 720 verbal, 740 math.
3.3 gpa
over 4000 hours of expiernce plus father is DMD from Penn.

We ALL read ALL the pages. We've seen 'em.
No one can tell you if you'll get in besides someone on an admissions committee, and if you find someone that's willing to tell you if you'll get in or not ahead of time, well... come back and let us know, because that would be awesome.
Otherwise, you have a chance. Have to wait and see what happens. Penn interviews in what, January and February? That's when you'll find out.

I'm going to add something to what TT said - it's not like the pre-med forums, where they can roughly estimate with what stats you'll get an interview/acceptance. Veterinary admissions seems to be far more of a crapshoot. We can't accurately predict your chances because of how random the process is (ie people who thought they had no chance got admitted, people who had excellent stats denied everywhere).

your GREs are great so you should have a decent shot at an interview, especially if your PS and eLORs are good. the interview can make or break it for penn, they really try to get to know you (same with the grad students) so if you get a penn interview and you're not totally crazy during ur interview i say u have a good chance. but once again id like to say that vet acceptances can be pretty random sometimes and you can't predict what will happen
