what is the convention for upstream/downstream when referring to neural circuits? e.g. would i say retinal ganglionic neurons are upstream or downstream from photoreceptors?

i always assumed it had to do with which way the action potential was propagating. therefore, retinal ganglionic neurons would be downstream of photoreceptors.
