urgent 'apply to program' fee question

I decided to apply to one program at first with the intention of adding more programs later, maybe 5 or so at a time. I see a $155 bill against this 1 program. Will I be charged the specialty, era's processing and ecfmg/usmle transcript fees everytime I apply, if I do not apply in 1 go?

No you will only be charged those fees once. You will be charged per program from here on out.

..and, the next 9 programs will be "free".

The first 10 programs (in a single specialty) cost $85
ECFMG charges $70 as a one time fee to transmit your USMLE report.

$85+70 = $155.

If you apply to another 3 programs tomorrow, the bill will be $0.

The total cost of applying to programs will be exactly the same, regardless of how you submit those applications.
