Background looks good. Nobody knows the true average Step, but it's going to be comparable to ENT and other competitive surgical subspecialties, probably in the low 240s.

Just meet the residents, spend time with the team, go to conferences if able, etc. Let them know you're interested.

Hello and greetings! @armybound I need your advice on my Urology application.
I'm an IMG with a step 1 score of 251. Planning on doing research for a year or two.
What are my chances of matching ?

There's a lot more to the application than a Step score, but being an IMG is going to be a very difficult uphill climb. You're going to want to work very closely with the location you're doing research at and try to prove that being an IMG isn't an issue.
