hi I was wondering if you have to be a US citizen or a green card holder to get into a residency program in the US?

Citizen -- No.

Green Card -- not sure, but I don't think you need one.

Maybe not the right place to ask this question but if you are an IMG (international medical graduate) then you can get a J-1 visa through ECFMG.org. There is a whole process to it, check it out at their website.

No to both. You can come on a J1 or H1 visa if you are neither. Getting that tourist visa is the first step to be able to take Step 2 CS and attend interviews though. Good luck
