Using a pre-match offer to your advantage

If one were given a pre-match offer but had other programs that they liked more, would it be acceptable to call those programs and let them know and see what they say?

A buddy thinks it would be ok, but I think that it may be seen as being brash and since many PDs talk it could ultimately backfire.
 
Unfortunately, it seems like programs have 2 possible positions on pre-match. Either they do it or they don't. So if you really wanted to go to a place and this place had you as #1, they may still not make an offer because it is not their policy. If they don't do pre-match, you truly can't bank on whatever they tell you because it could easily be BS. It seems like it is a "deal or no deal" situation. Are you gonna settle for the $100,000 or take a shot at the $1,000,000. Personally, I would not call the other programs because I feel like it might aggrevate them, but that's just me.
